For Germany depending on the cut 20-40€/kg. Carre like in op's pic should be around 25€/kg.
Lamb isn't very popular here. There's the traditional easter lamb but even this becomes more and more unpopular. Otherwise it's some special occasion meat. Mutton and sheep are almost completely despised. I guess you could get those in Turkish stores pretty cheap though.

one of the best lamb recipes i've made in a while from chef john

sear lamb shoulders
reduce sherry vinegar, sugar and anchovies
add shoulders and chicken broth, braise till tender
take out the lamb, reduce your sauce, add mint, rosemary and butter to make
serve with radishes or taters whatever else
delish, mint and rosemary are lamb's best friends
