Back in 2016-ish, they stopped letting you into the store at all without a card. You couldn't even say you were just going to the food court. I think the only exception was if the food court had its own entrance.

The soda syrup, hotdog, buns, and condiments cost them pennies per serving. Most of the cost probably ends up chalked up to labour, but even then, I doubt they're actually pulling a loss on anything. Costco's whole business model involves buying out supply chains from top to bottom so that they can make the most profit on things. They're still profiting on even shit like those dirt cheap rotisserie chickens because they've been bought out back to the farms for the sake of keeping costs down.

The Costco hotdog combo seems like the paragon of loss leaders, but I highly doubt that with their business model.
