If you mean snacks as in mass-produced candy and chips, then yes, Japan is best for the shear variety of flavors alone. They have stuff you don't get anywhere else, such as sake flavor kitkats and wasabi flavored coca cola. I would say the UK is next, followed by US.

If you are talking about snacks that are desserts, like cookies or pastries, then I would also say Japan in terms of variety and quality, but everything they make is from other countries. France, Italy and Germany are probably the best in terms of origin of baked snacks and desserts.
