I'd like to interject for a moment. What you're referring to as chili is in fact chili con carne, or as I've recently taken to calling it, chili beef stew. Chili is not a dish unto itself, but rather another component of a satisfying meal made useful by onion, tomatoes, beans, meat, garlic and cumin comprising a full meal.

Many people eat a modified version of the beef stew every day, without realizing it. Through a peculiar turn of events, the version of chili con carne which is widely used today is often called "chili", and many of its users are not aware that it is basically a beef stew.

There really is chili, and these people are using it, but it is just a part of the meal they eat. Chili is an ingredient: the spice that gives the heat to the other ingredients you use. The spice is an essential part of a dish, but useless by itself; it can only function in the context of a complete dish. Chili is normally used in combination with the chili con carne dish: the whole dish is basically beef stew with chili added, or chili con carne. All the so called "chili" dishes are really chili con carne.

When eating it as a stew, I prefer it with beans. When using it as a sauce, I prefer it without. If someone wanted me to make them chili without beans, I would most likely oblige.
