Wash the rice by rubbing together the vegetable oils and fats present on the surface of the rice as they oxidize and produce an unpleasant odor.

Wash off only the surface dust
Less oil and grease than japonica rice, so no need to scrub together
Also, do not over-wash to preserve the unique aroma.

You shouldn't thermal shock your rice anyway, at least with Japanese rice.

You want to wash with cool not cold water. And then allow it to presoak at room temp for 45 minutes. Then preferably use a rice cooker that slowly brings it up to temp and has an extended steam.

Brings out much better flavor

When I'm steaming it, yes, when making a risotto, no. Could be a meme though, I never actually tried swtiching the methods to see a difference. Also, I'm not mega-autistic when I wash it, I stop when the water is noticably clearer, but not like crystal clear, I don't have time for that.
