Although I agree sharper knives work better, I don't believe they are safer. A sharp knife will pass with such easy resistance that you won't be able to move a finger out of the way until it is too late. I have only cut myself with a sharp knife. One may knick themselves with a dull blade, but sharp knives will go deep if they cut through. People typically don't cut themselves because the blade changes direction when it fails to break the skin. They cut themselves when they are rushing or make precise cuts that may put your hand in a compromising position.

Any knife can be sharpened. You can glue a piece of 1.000 grit sandpaper onto a piece of plywood or timber, oil it up and use it as a whetstone. I do that for fun sometimes even though I have a number of pretty nice stones. The big issue with knives that have a bolster is setting the bolster back so there wont be any concave parts in the blade profile. If that happens you wont be able to rock smoothly anymore and the food will get cut through only partially where the concave spot is because the knife wont be touching the cutting board there.
