Normal (soft) tortillas = taco
Toasted (or fried) tortillas = tostada

Actually, a taco is a (soft) tortilla with something on it. If you toast (or fry) the tortilla, then it no longer is a taco.

Well, there are some places that do that, but they are closer to empanadas while we still call them tacos.

Taco is just the Mexican way of protein wrapped in a starch based component. The difference between a tostada and a tortilla is whether or not you can bend either. A tostada snaps very easily and shatters, while a tortilla can be bent and flopped with minimal tearing. Yes, a tostada is a fried tortilla. No, tacos birria are not tostada's.
