"Burger" comes from "hamburger" which is a ground beef patty. If you put it on bread (sliced, a roll, whatever. doesn't matter), it's a hamburger sandwich. "Burger" is also a synecdoche for "hamburger sandwich" but can also refer to other patties of ground meat / protein (turkey burger, bean burger). pic related is an actual chicken burger, as opposed to a fried chicken sandwich on a bun

The term hamburger comes from "Hamburg steak" which is steak that is ground and formed into a patty.
The hamburger is a twist on the Hamburg steak because it is served between bread, usually with fresh vegetables, cheese or sauce.
For a chicken sandwich to be a chicken burger, the chicken would have to be ground into a patty and not coated and fried. Breaded chicken breast sandwiches are immediately out because they're not ground. So we came up with the all encompassing term of chicken sandwich to fix this.

Tldr: not all chicken sandwiches are chicken burgers but all chicken burgers are chicken sandwiches.
