The issue is that ground beef that is not well done is more likely to be contaminated.

The contamination is at the surface. If cooking a steak, you'll kill whatever bacteria that might have been contaminating the surface. If you grind it up, you mix whatever contamination there may have been thoughout the mean. You need to cook the hamburgers well done to make sure that you kill all the bacteria that were mixed in.

That said, my favorite hamburgers tend to be medium well. I just take my chances.
