How do I make this safely? I understand that I need to make my own ground beef, but how do I know it is contaminated. I have heard resturants just fry a big slice of meat for 30 sec because all the bacteria and tapeworms are on the outside and this kills them, then they just cut off the crust and have a raw slice of meat that is clean. Is this the right way to do it? Is there a easier way that doesn't waste so much meat, like soaking it in vinegar or something?

In Norway it's perfectly safe for people with normal immune systems to eat raw packaged ground beef from store. Many other European countries too.

Safe is of course relative. The most dangerous thing most people do is driving a car. Eating raw meat is much much safer than driving a car as long as proper hygiene and quality checks are happening.

You shouldn’t have to guess.
If you’re buying cuts of meat from a place where possible contamination is a concern, and you’re wanting to eat it super-rare after grinding, then find a higher-end store/butcher.

If that isn’t an option, and you’re stuck with buying meat from stores that are cheap or don’t staff legit butchers, then you really shouldn’t be eating their meat so rare.
It really just comes down to the source.

Or you can do what >>15421788 says if you’re stuck with questionable meat; it’s much better than your “fry for 30sec” example because the meat’s entire surface is immersed

You can just eat raw ground beef right from the supermarket and your chances of getting sick are relatively low in any developed country. It won't be pleasant though, raw ground beef does not have a pleasant texture for eating for most people. The only way you can do this safely is buy your own meat grinder, very fresh cut beef, grind it yourself then cook and eat immediately.
A medium rare burger is godly, but don't take any chances on regular ground beef. Salmonella and Ecoli are a bitch.
