like in the case of dipping ramen the broth is so concentrated you wouldn't want to drink it anyway, you use it more like a sauce and they throw it out when you're done. If you want to drink it you specifically ask and they'll thin it out with some water

"Normally" the ingredients would be all mixed together to make a soup. Japanese cuisine has a pretty unique habit of putting a great emphasis on presenting the ingredients. It helps establishing a relationship of trust between the cook and its clients so they can know that the ingredients are of great quality and not spoiled. I spent 2 days making tonkatsu broth and soy tare with pickled ramen eggs and I also made a quick one from chicken stock concentrate and some rice vinegar and soy to flavor the broth.
They both taste good but real ramen has that extra depth and lip smacking satisfaction

Or just use the liquid used to make chyasu. It's same recepie but it's been used to braise pork in.

Making ramen is actually really clever in how all that shit is reused, you use the fat you skim off the top of your broth to make flavored oils, for example.
