That apparently depends on where you're from, Anon. From what I understood, originally the things like quotes would stay with the phrase itself. However, it changed when people realized that either the keys on a typewriter or the faces on a printing press (can't remember which one it was right now) weren't all built equal and that one of them (I think the " but again my brain can't be fucked) was a bit more delicate and would get super fucked up if you put it on the end.

So we started putting the punctuation on the end to "protect" it

I don't remember where it's still done in the original way, but I know there are a few places still. Regardless, it's the historically accurate way to do it.
