factory produced ground beef isn't even safe to eat medium rare/rare, but it also doesn't have a particularly nice rare flavor because it's made of scrap. if you buy proper steaks and then grind them down to mince then you have good beef flavor and no risk of pathogens, so it's totally acceptable. but not the store bought shit
