It's just hormel's production has been slowed down significantly. Manufacturing and distribution is still slowed way down, so companies like Hormel are focusing on key products. You can still find plenty of regular chili, but the more niche products are going to take a while to start flowing back in.

Go find a local mexican place that has them.

Tamales are like pizza. As long as it's fresh, even when it's bad, it's good. Hell, I've had some $1 tamales that I'd prefer to have 6 of rather than 2 of the higher quality ones.

If that's not an option, get some quality ones shipped to you. I just got a box and from frozen, they're still fluffy and delicious. They steam perfectly in the microwave.

I always have a couple packs in the freeze now.
