Food banks and charities don't have the storage capacity to hold the millions of tons of meat, milk, fruit, vegetables, and corn that was previously being bought up by schools, public facilities, and restaurants that are now closed or running at smaller capacity.
So then the next logical conclusion is to ask about solutions/alternatives: they can't install the infrastructure to solve this because it would be expensive and this is a 'temporary' issue- all these other places are going to be back to consuming these goods and they're gradually returning already. They can't merely sell it at a slight loss because farming already runs on welfare and farmer's margins are literally paper thin when times are good: selling their produce for less would ironically bankrupt them do to other costs, etc.
They also can't cease or 'lower' production because agricultural decisions are made MONTHS and YEARS in advance- you can't just tell a cow to stop giving milk or push a button and suddenly your crops stop growing.

One reason is that it's garbage. If food were more expensive, people would spend a little bit more for quality compared ton base prices and do it regularly, rather than 3x, 10x, 100x,... for absurd, "nieche" "health products".
Another is that this artificial production creates artificial market.
Farmers are more likely to produce what is financially more beneficial. Subsidies play a heavy role here. result is, farmers grow what government says. This results in oversupply of certain products, which then get rammed into anything and everything (e.g. corn).
And in my opinion most important one, subsidies create a centralised food system. A system which current circumstances have proven to be seriously problematic.
Cheap food makes it pointless to grow your own, so people don't. But when crisis hits and connections to central supply get fucked, it's game over.
Having people grow some of their own food because it can actually be economically beneficial would mean more people would do it, people would eat healthier as a result as well, there would be more resilience in crops due to greater genetic diversity and greater crop variation (not everyone would be growing the same cloned tomato, for instance), there would be more food for the bees, and with people raising their own animals (but to lesser extent), there would even be less need for extracting non-renewables for fertilisation.
If we ever get hit by a real pandemic, starvation will kill a huge chunk of population. BECAUSE of subsidies.

It's actually not cost effective to round up things like heart of celery and the leaves. The machine goes through and cuts the 'prime stalk' and workers come behind bagging em. Think about the stalks you see in a store. That's only about 30% of the actual plant. But because no one will pay money (or rather enough money to be profitable) for the leftover it literally gets left in the dirt and they let it rot and help the soil.

Same with fruit and all veggies, they have to pass mandated quality inspection mean even if they are the tiniest bit misshaped the store will not pay for them and they become not cost effective to attempt to sell, it's cheaper to simply throw them away in a landfill by the truckload.
