It's just tourist central. Bunch of mediocore bars and restaurants peddling crappy food and drinks at inflated prices, plus it's always full of loud tourists and homeless people. There's no local character at all; you could have the same experience in any other downtown area in the western world really.
I would suggest Little Italy, North Park, and Parkcrest, in that order if you want an evening out in the downtown area. All three of those areas have some really good food and drink options that are within walking distance of each other.

San Diego does casual dining ok, but does not do fine dining well at all unless you have an expense account, and even then it's not great.

Best fine dining restaurants are George's California Modern ($$$$$; but George's Ocean Terrace on the top level is much less expensive) and Addison (again, $$$$$). A step below that are Marine Room and Cowboy Star.

There is some decent (though hipster) Italian at Bueno Forcetta and Cucina Urbana.

Fish tacos are good at Puesto. Lordes has good Mexican food but you have to go to the hood to get there.

Most of the Little Italy restaurants with all the hype (Kettner Exchange, Born and Raised, Juniper and Ivy, etc) are not really that great.

For some fast food, Rubios still uses the original la bufadora recipe where baja fish tacos came from. That's the only thing I'd eat there, you can get beer there too. There's a couple In n Outs if you're from outside the west.

Hole in the wall taco shop for carne asada burritos or fries, Colimas in North Park.

South Beach bar and Grill in Ocean Beach for epic fish tacos and local San Diego brew. I don't know if they're open but Island Prime or the attached C-Level are great for dinner.

Definitely try to make it to Extraordinary Desserts.

My secret spots: Park House Eatery in University Heights and if you can find the way in, Noble Experiment for cocktails.

Anyways, back to recommendations: Wine Vault and Bistro has good prix fix menus at very fair prices. Up the hill from there Shakespears is a nice enough pub. Tiger Tiger and Blind Lady Ale House are good brewpubs. Panama 66 in Balboa Park is nice for the ambiance (live music, sculpture garden, good beers and cocktails, long wait for food though). Fish Market & Grill is OK. In north county, Urge and Churchills (San Marcos) have great tap lists.

Also, Fillipi's fans can eat my ENTIRE asshole; even my uncle's yellow lab refuses to eat it.
