If that happens you only buy one bottle and you don't tell everyone it was great. People buy based upon taste and reputation.
And there's nothing stopping the French from producing shit wine in the champagne region and selling it for 10 times the price.
It's actually because of that that regions are meaningless. You can't just buy the same varietal and region as a bottle you've liked before and expect a good experience.

Champagne is probably not worth it under $40. Sure, it will taste somewhat different from other sparkling wine regions, but the quality won't be there. At that price point you're mainly paying for the Champagne name, not grape quality or quality winemaking.

Buy sparkling wine from a less prestigious region instead. For example, sparkling wine from the Australian states of Victoria or Tasmania is probably better for the price.

I don't agree that allowing people to commit fraud is an acceptable way of making sure wines are price according to quality. Consumers often don't have the time to investigate wines properly to ascertain quality, nor can you completely until you actually drink the wine.

If we applied the same argument to regions like Burgundy that more consistently produce better wines, consumers would not be able to trust that buying Burgundy would get you a quality wine.
