The CS is intensely flavored yet balanced; a rare combination.

It's not better, that's personal taste. What you can say is better is based on a variety of factors like method of production, the choice of ingredients, choice of barrel, the storage (which is actually super fucking controlled)... However, there's reasons as to why scotch and any variety of whiskies are seen as superior to vodka - Vodka is filtered, so it doesn't really have a taste. Which is fine for certain things, but not really for the whole thing with sipping. It's also significantly easier to produce, since you don't have that wait period, and there isn't that much of a loss (the Angel's Share is a bitch and a half). This means that all types of whisky have distinct flavors due to production methods, storage methods and all sorts of things, like the fact that US rye and bourbon calls for unaged barrels, while Scotch has to be produced within certain specific regions and all sorts of other minutiae. And then there's all sorts of cultural associations and whatever.

At the end of the day, drink what you like.

Good for sipping, because it's relatively smooth and has a good flavor start to finish, but not so expensive that you feel bad putting it in a cocktail, and it mixes quite well. Depends. Age statements are a nice way to somewhat gauge the quality of some whisky but it's not an absolute certainty that older = better. There's plenty of no-age statement whisky out there that's great. For peated scotch a lot of people prefer some of the younger stuff (10-12 years) because peat smoke tends to diminish over time while aging. I think the quality of the barrel is a bit more important than the amount of time it spends aging in it.

There are aspects that are better when it's young and aspects that are better when it's old. You lose peat and distillery character with age in return for wood complexity in general.
However I don't know of a single example of a specific whisky being better younger because the some of the money from the high age price tag goes back into the bottle. You can cask finish to get back fruitiness, you can raise the abv to increase the power behind what would be diminishing flavours, and for that matter you could probably over peat to start with.
That said I have found plenty of bottles that are slightly better with more age, yet triple the price. The most recent example of that I have come across is Old Pulteney 18.
