Short grain rice has a ton starch on the surface so you'll get it really sticky. High end Japanese rice cookers even have a Rinse-free for if you don't want to wash the rice. Longer ones like basmati or jasmine don't really need it.

A lot of these so-called rice cookers are just the cheapest of appliances. $14 pieces of shit.

When I cook rice on the stove, a continuous high heat and using a pot too small for the quantity will be the issue. So, I use nonstick and a 2-3qt glass lidded saucepan, and it's foolproof. If you cook rice often to match the ethnicity of the meal just right from valencia short grain to aged basmati, just buy a glass lidded nonstick and thank yourself later at the ease of cleanup. Stop with the damn rice pot unless you are leaving your kitchen for long periods, like naps or trips to the store. If you're home, just monitor it. I wouldn't want a rice cooker ever again unless I had multiple children coming in at various times of the day and night, just for the keep warm function. Big deal to rewarm something 30 seconds in the microwave though.

I have about 9 varieties of rice right now in my pantry, and they get their own little tweak , but most of the time it's a 2:1 ratio, minus a scant amount of that water, because I know my lid is pretty tight fitting and there is minimal steam lost, and I'm using the right size pot for the job, with has a nice airspace for the steam to collect and then reabsorb later.
2 qt pan, 1 cup of rice, 1.78 cups of water, just shy of the exact amount of rice. Use the same measuring cup for measuring either item, dry rice first, dump in pot, fill with water, dump, fill again with water, pour out a smidge, dump. Salt, optional.
Once the liquid is added, though, bring to boil, the moment it's boiling (don't delay and let it boil over, just when it starts), uncover, stir (aka lifting up grains from bottom in a systematic scraping zigzagmotion), recover, lowest heat, set timer for 20 mins. Turn off burner at 20 mins but do not disturb lid for another 10 minutes. A thick pot will keep rice warm ~45mins or more.

For 1 cup of rice use 1 cup of water. To cook it on the stove cover the pot and turn the burner on. Put it to medium low, closer to low. It’ll come to a simmer in a couple minutes just leave it alone. I don't ever measure the water and I've made rice on the stove top for years. Rinse and wash till clear. Add water until the level reaches the same line as the rice, then using your middle finger add enough to reach your first knuckle.
Thats how my mom taught me and her step mom from Okinawa taught it to her.
Try to make the rice even when your using the knuckle measurement.
If your doing it on a stove top add a dash of oil and mix it in well. Make sure your not opening the lid for at least 10 minutes so the steam absorbs into the rice completely.

The way my family does it is add half a cup of water more than rice (typically, we make 2.5 cups for dinner, meaning it gets 3 cups of water). I dunno what the package instructions are (if they are the same), but this method has worked for the past 28 years.
