my mom has been freaking a bit and buying supplies and decided she wants a year supply. she got a bunch of documentation from the mormon church because they recommend families have 1 year supply of food (used to be 3). the mormons have a store where they sell bulk foods. canned flour is probably a better choice because it can last up to 30 years as long as the cans don't get wet

I mean, vaguely yes, but that picture isn't exactly a great example. You want a good supply of food that can be kept for long term and stored in bulk. You would use these supplies to supplement what you use a lot of, and bulk out what limited life foodstuffs you can get like fresh meat and produce.
