Do you own a probe thermometer? Of course not, what was I thinking. In any case, if you did own a probe thermometer and occasionally cooked, you would want to calibrate your thermometer every so often. The way you do that is to fill a glass with ice, then top it off with water. Your thermometer should read the temperature right at 32 degrees if it's calibrated correctly. 32 degrees is literally ice cold, and you can still drink that water.

Yup. To expand on this a compound will stay at it's phase transitional temperature until it has completely changed phases. Ice water will remain 0 C until all the ice is melted just as boiling water will stay 100 C until it has all evaporated. Boiling water wouldn't be a good way to cook things if this wasn't the case. Of course salt has an effect on these temperatures but you only use enough salt to matter when you're like making ice cream with a larger ratio of salt to ice.

Yes, it can be ice cold. Water can be 0C. As more heat energy is removed, it will stay at the same temperature until it is completely frozen as ice. Then, its temperature will continue to drop. See in the diagram where it says latent heat of fusion. The horizontal segment of the curve is at 0C.

The presence of solutes in the water (flavors, salts, carbonic acid, etc) will lower the freezing temperature by a tiny amount.
