Likely, there will be a "sharing" charge like $6, where it won't make sense not to just order 2 meals.

Why do restaurants do this? I don't like it myself, but it's because they've been unable to fix the really cheap people from holding up tables or using the free cup when the other person is getting refill after refill...you know, cheap cheaters.
It''s especially bad in retirement areas/fixed income, cheap college students that rotate around the deals around town, taking the toilet paper from the bathroom, and taking 25 free packages of chopsticks, 18 packages of sriracha, and enough napkins to clean up a exploded fish tank. Place I work at has unlimited coffee refills at 2.50 per cup. It's a fine dining establishment but the cheap lunch brings cheap people. Seeing two people "share" one cup they keep refilling as if they're gaming the system ...

We used to run a $3 house wine special for happy hour and there was a lady who would, every time, debate with the staff if she couldn't get an upgrade to the $13 Pinot Grigio and that they did it last time until, every time, I would come out and say it was nice to see her again. Apparently she was banned from half the establishments in town and sued one over it. Anyway I raised the price to $5 and she complained she couldn't afford it and I was terribly sorry to hear that. I've got tons of stories about this lady.
