Britain by some distance. Australia at least has cosmopolitan big cities with Mediterranean, Middle Eastern, and Asian cuisines or fresh well farmed ingredients in rural areas.

The UK literally has nothing especially in the North of England. It only marginally improved in the 80s to 2000s because of immigrants from the former British Empire and being able to import quality ingredients from the EU.
