That’s my budget every week give or take a few bucks depending on what I need.

Ground beef, chicken breasts and livers. Eggs, bacon and milk. Fresh salmon filets are like $4 each. I love Jarlsberg so a block if I still need. The store near me occasionally has duck breasts on sale for $2.50 each so I’ll horde them, freeze and eventually use the fat for potatoes.

Dried beans, brown rice, in season fruits and vegetables. Lots of delicious onions, garlic, ginger

Frozen fruits for smoothies.

Oh and a shitload of cottage cheese.

I survive best on the basis of keeping a variety of healthy staples in the kitchen. I rotate these out:

I don’t even use that many coupons, I’m not sure if this is everywhere but my local chain (Stop and Shop) closes at 11 but the fish and meat departments shut down at 9. They’ll put the stuff that is getting close to expired out on the front shelves with a discount sticker (30-60%) and so I go at like 9:30. Most people see it and think “omg expiration date is close that must mean I’ll die” and ignore it so I just grab a shitload of discount protein and freeze it.

Church or local food bank, honestly. That's not quite enough. Cut back on gas by riding your bike around or carpooling. Stop all frivolous spending, no alcohol, no cigarettes, etc. Get a second job.

You're going to get by only by supplementing from somewhere else. It's not going to work, otherwise. Forget what anyone else says, they're not including their WHOLE budget. Beans, rice, sardines not tuna, $1 bread, margarine, eggs, cereal, milk, bags of frozen veggie medleys. Alternate bags of apples with oranges or bananas. Protein is the tough one, but you'l find sales to buy big 12 packs of chicken breasts or whole loins, and you'll use your freezer to grab them. Smoky garbage sausages and ham will add flavor. Shop where Hispanics shop for the bags of beans and rice and some of the aromatics you want, bags of onions, potatoes, tomatoes that aren't $2/ez, and get the loss leader items at that given stores sale that week. For instance, pharmacies can have the cheapest milk price. Dollar has cheapest bread price. Wal-mart grocery slashes hot deli meat to half off about an hour before closing. Etc.

Not that anon, but you'd be surprised how much money you can save when you plan your ingredients to roll down into multiple meals, keep certain key items stocked in bulk, and cook for yourself. This goes double if you don't insist on having meat every single meal, or being the principle ingredient of every meal.

Ground sirloin beef is like $4.40/lb. One pound can make two meals, which can each make 4 servings pretty easily. Something my wife and I will do will be to get the stuff to make salisbury steak and mashed potatoes (non-stock ingredients: ground beef, white onion, white potatoes; stock ingredients: garlic, milk, flour, salt, pepper, beef bouillon, butter, olive oil, seasonings) using half a pound of ground beef. The other half a pound of ground beef will go into beef and been taquitos (non-stock ingredients: ground beef, black beans, tortillas, cheese; stock ingredients: seasonings, oil). The rest of the onion and part of the potatoes will end up in curry and rice. We'll usually get a two-breast pack of chicken to katsu fry one breast to go with the curry and rice. The other chicken breast will be slow cooked, shredded, and become the base for enchiladas, using most of, or the rest of, the tortillas. If there are any tortillas left, my wife fries them into chips. The rest of the beans will wind up as a side or a component of another dish somehow, and so on.

Plan your ingredients to roll down into other meals, and it gets super cheap very quickly. We typically feed both of us off of $40-50 a week like this.
I suppose it should be mentioned that my wife and I aren't exactly heavy eaters. We eat normal portion sizes and normal quantities for the most part. Usually, when someone tells me this sort of planning doesn't work for them, it's because they're fat and over eat. No shame, just statement of fact.

Food scarcity pretty much ended after the 60s with the exception of really war-torn areas and hellish backwoods. I used to work with an NGO that was "fighting hunger," in "food scarce communities," and 99% of what they were dealing with was baby momma being too high on drugs to give free food to baby. canned veggies range but are usually under $1 each. you can also get frozen veggies for around $1 too if you don't want all the sodium.
1 lb of cheap bologna: $0.89

So now you have breakfast, toast and eggs. Or just toast. You have some veggies for lunch and dinner, and at least 2-3 nights of pasta. This should be under $15 so far depending on how many veggies you got. The next step is meat, but that's going to blow your budget really quick. Walmart sells 10lb bag of leg quarters for $5. But quality control is pretty bad and each quarter varies widely in weight/size. Have one quarter (leg + thigh) per meal. Or separate to stretch it out more. Save the bones for stock.

Chicken will get old pretty fucking quick but, unfortunately, other options are more expensive. You can probably get a good sized pack of pork chops for under $10. But it won't be near 10lbs of meat. I suggest you get to the store around 7-8 am when they mark down all the meats from the night before. You can find some good deals. Every store does this so shop around if you can afford the gas. A regional chain near me sometimes puts ground pork for less than $1 per lb. It's insane how you can stretch that. I fed myself for two weeks on $15 of meat once time.

This all assumes you already have spices and condiments. I'm afraid it's even slimmer pickens until you build up your spice cabinet. Cheap spices will have anti-caking agents which also act as filler. So you'll have to use more. Usually the mccormick shit is overpriced. Try visiting independent ethnic grocery stores for spices. They can also have good meat deals sometimes too. Just make sure you cook everything well and wash your hands.

You can go the beans and rice route, but I find just smothering yourself in tons of rice makes it harder.
