My mom does this on cream cheese tubs, chicken salad film inside the container, and things like that. Always did. I think some of the time it increases the seal, such as when an aluminum foil is closer to the rim than some floppy plastic over that is loose. It might be better to keep it on a not so often consumed item, but not so much if you will finish it off within a day. So, yea, long time between uses, and other times it absolutely prevents a nicer seal. She does it all of the time.
When I peel something off, of half peel it off, I think about whether it's worse or better and adjust my actions accordingly.

No, placing hands inside the sterile container introduces contamination from your hands, fingertips and knuckles.Not a problem if you eat a can within an hour. Get your technique down! Just tilt it, and shake a bit to slide the nestled chips down to the front edge. You can recap it between chips too, which could keep humidity out of the can for longer.

I do this so I can eat most of them and put the top back on, making them appear sealed so the next person to grab the can gets a tube of next to nothing.

See the trick is to leave a couple in there so they can get the taste, start to crave more, but not have enough to be satisfied.
