There is a certain threshold for how much you can spend without having to pay duty for purchases.

But here's the thing, there is no sales tax on basic food items. The rules for it can be kinda varied and weird. Milk, meat, produce, bread, spices, canned food, etc, even coffee, none of those things have sales tax. IIRC many junk foods, such as a single chocolate bar, do. But this can vary. If you buy an ice cream cone and someone serves it to you there's sales tax. But buying a big tub of ice cream has no tax because it's considered a family item or something like that.
