Unless you’re so retarded you’re actually going to a buffet multiple times a week for the fried food exclusively, there’s nothing wrong with wanting to get the normally overpriced sides for cheap every once in a while. Most people would normally go to Panda Express for beef/broccoli or Kung pao chicken, because it’s equally cheap and filling. If I bought the number of egg rolls and crab rangoons I can down in one sitting at Panda Express, i’d probably be spending $35+.

At the end of the day, it’s not about the true value of the food, it’s about the de facto price of the food at restaurants that makes buffets desirable. A Rangoon should be worth like a quarter, but they usually cost damn near a dollar.

The business plan doesn't work in fully developed urban environments. Its dependent on cheap labor and cheap rent for a fairly large dining and cooking area. You then get customers in and out with 3 plates a piece of food that is predominantly fried bread, vegetables, and rice. The idea of choice and a low price of entry $10-15 draw people in, nobody eats at expensive buffets unless they are in vegas and making bad financial decisions anyway.
Dense urban areas make it impossible to keep the price low enough to draw people in, while simultaneously having actual variety available in the form of numerous restaurants in close proximity with different cooking disciplines.
