That "crusty shit" represents significantly more flavour than you get by simply boiling them. The added garlic is not because you have to disguise them (nor to be honest is it in copious quantity), but because it's "seasoning". And since in britain you can buy potatoes from basically any country you like, the "poor quality potatoes" meme is pretty shitty. I've even had them fresh from the garden, eaten mere hours after they were picked. They can be perfectly edible. They are not, however, the height of cuisine.
