Depends on the design of the oven, but if you get to know your own you can skip pre-heating a lot of the time. Personally, I have to subtract 2 or 3 minutes from a frozen pizza's box instructions due to the pizza being subject to higher radiant heat while the oven is warming up.

Engineer here. Blowing air around in the oven will in fact heat it up faster. Heat transfers far quicker by convection than by radiation/conduction (through air) alone. If you want entirety of the interior of the oven (i.e. the walls) to reach a uniform temperature as quickly as possible, convection is the way to go. It will also cook the food faster.
