That's called pollution. Water is actually blue, though. People have dug in the Antarctic and found it is a very faint blue, also the location rules out pollution (only the outer edge is filthy) and the sky (overcast all the time). Also as a side note, it's funny how people always bring up the reflection from the sky as to why it's blue but never account that the seabed also reflects bottom up and would skew the colour.

You know, I really can't do with water. Just have never liked the taste of it. Since I was in high school in the early 2000's, I make a water and blue Powerade solution that is probably 90% water and 10% blue Powerade. It's quite refreshing and good. I drink it like water, 64oz.a day. Best part is that it remains quite blue, which does indeed magnify and reinforce a cooling and refreshing aesthetic.
