This is correct! They generally process their milk whether by cooking, aging, or culturing. Just like we do with most meat.
They have bacterial cultures rumored to be hundreds if not thousands of years old. Passed down from generation to generation. Kind of like grandmas unwashed cast iron skillet.

Isn't it interesting that 95% of Mongolians are lactose intolerant but still consume a diet high in dairy? Maybe it has to do with their ancient bacterial cultures passed down from generation to generation that break down the lactose for them?
