When baking a tart, how the fuck do you stop the crust from getting soggy and falling apart?

I made small Bakewell tarts today and the jam filling just soaked through the shortcrust pastry. The recipe didn't call for pre-baking the crust but should I have done that? I've never had this problem with pies, only tarts.
