Same thing in Germany, 30 years after the reunification the Western states are still paying the expenses of the former GDR states. They've become so accustomed to their parasite existence and so dependent on the delicious Bavaria dough that there's really no way to undo it without crashing their local economy - so the Federal Government keeps voting to extend the policy (which was intended as temporary, or at least that's what the politicians told us), much to the frustration of the prosperous Southern states and (even more so) the Northern ones which are struggling too but get no benefits.

You can see this all over Europe, prosperous regions subsidising poor regions - this is at the heart of many independence movements.
