I'm from Ontario and I'd probably say that Folly's in Toronto has been my favourite in terms of overall quality.
They do a shit ton of weird stuff with yeast strainsand never overprice their beers like Burdock and Bellwoods do. That and they also rarely get stuck on one style at a time. They do Farmhouse ales, Sour ales, IIPAs, porters, stouts, berliner weisses and then weird shit like bieres du gard, dark malt sours and cognac barrel aged Flanders red ales. Almost everything they do is fucking fantastic. Their main brewer left a year ago but the current guy there is doing a good job to keep up the quality.

In terms of newer brewers, I really like Willibald Farm's stuff out in Ayr, Ontario. Their double IPA is really really good. Also Godspeed makes crazy good shit but I sadly never go to them often as they're more east end.
