Walmart if you want cheap. They have fresh produce and most things you'd need to cook for yourself, though the produce quality isn't always the best it's usually acceptable.

I've heard Aldi is good for low prices but their selection is more limited. And sometimes Hispanic/Asian markets can be cheap too depending on what you buy.
