I can only assume you either have never taken it, taken a dosage which was not enough to effect you. Or you are expecting it to induce an actively perceptible sensation, which is not what it is intended to "do" when taken.

If you're comparing it directly to nicotine or caffeine, I'm sure it does feel like nothing, because it does not even remotely have the same effect or reason for consumption. If you take advil, ibuprofen, etc. without any pain it doesn't "feel" like anything either - does that make them snake oil too?
On it's own, CBD's psychoactive effects are subtle at best unless you have a severe medical condition that CBD alleviates, it's mostly a passive effect. For me, I'd compare it a more intense version of the refreshing/content feel one gets when going on a long walk, just without the stimulus required. If I take when I have an upset stomach or have some constant, dull pain, it can relieve the discomfort pretty effectively, though I have no reason to use it medically.
