Cadbury's is certainly superior to Hershey's. If Hershey's is a 2/10, Cadbury's, Fry's and Rowntree are each around 6/10. British Quaker's just know chocolate better than American Mennonites, I guess.
Even though two of those brands are now owned by Swiss co. Nestle, they still produce superior chocolates to Hershey's. None of them are as good as Frey. Russian chocolates are also surprisingly good. Ever have Alpen Gold? It's now owned by Kraft, but it's not sold in the US. Due to its name, Swiss think it's Swiss even though it's a Russian brand.
It's delicious.

Pseudo-Swiss here (I'm Italian, but my mom's Swiss).
Currently live in the US. Aldi is the only national stateside grocer that sells chocolates that are worth buying, I'm afraid. Sure: American men and women with too much time on their hands and more dollars than sense (like what I did there?) can make some amazing bean-to-bar chocolate, but short of going to a chocolate boutique (really?), Aldi has the best. And on top of that, it's best-bang-for-the-buck, too!
Their hazelnut bar is almost as good as Nussbeisser (my favourite chocolate), a very close second.

OIC. Yeah, like I said further up ITT, as far as which country has the best chocolate on average/overall, Switzerland definitely. Best chocolate full-stop: Russia. I found out that Nussbeisser, which is my favourite chocolate, is not German nor Polish as I'd previously though but is actually Russian.
It's fantastic.

Pic related. After moving to America, I find it impossible to get. I learnt, however, that Aldi sells a chocolate here that's nearly as good (about 90% as good), so I just buy that from time to time.

In no particular order, my favourites are most every variety of gummi/jelly candy I've ever had, Tabu (pure, crystaline licorice), salmiak Swedish fish and cantaloupe Hi-Chews.
If we're including chocolate in the mix, pic related as well along with Kinder eggs.
