The arm is perfectly fine, of course. He has damage in his BRAIN from the stroke, and it's the BRAIN that needs to be trained. Putting the arm on the table where he can see it, using it to hold something in place, moving it around with the other hand etc. etc. that also reminds his brain, feeble as it is, that it has two arms, and that is the way to recovery. It's classic use it or lose it.
I guarantee he has been told this by a dozen different professionals already. Myself included, incidentally.
