I make oatmeal every morning and in my experience the thing that develops the snotty slimy stuff you are talking about is stirring them a lot.

I just bring milk+salt to a rolling boil and stir in regular quaker oats. Once they are stirred in I take the pan off the heat and cover it. Let them sit for a little over 5 minutes. This results in chewy (slightly undercooked) snot-less delicious oats. They don't absorb as much liquid if you make them like this, it's closer to a 1:1 ratio as opposed to whatever it recommends on the container.
