I can see where someone might make that distinction, but you literally have to be looking solely at the surface level to come to that conclusion. They're both villainous business-people that play the long game, but that's about where their similarities end.

Mogul was a dude who was self-absorbed through his own immortality, only to be stopped by what he considered to be a "balancing force" in the form of the Freedom Fighters and the Chaos force. The nigga never actually cared about anything aside from exerting his dominance over the world because I'm gonna outlive all of you anyway, so why the hell not? Mogul's a man about sticking to his ideals, as screwed up as they might be, and forcing them down everyone else's throats.

Breezie, on the other hand, doesn't give a damn about ideals or hardline morality. Her goal in building a media empire is solely in service of improving her own self-image. She's the ultimate corporate conglomerate who's willing to throw her morals away if it means gaining a bigger audience.

e.g., Mogul's conquest is based on asserting himself because he's so great. Breezie's conquest is getting everyone's attention to prove that she's great.
