I've had this experience multiple times. Last time in a Japanese place when ordering Beef Tataki. And every time they ask 3-4 times.
- when ordering
- before order arrives
- when order arrives
- after I start eating (optional)

I don't know why but they seem REALLY paranoid about rare red meat. My guess would be that some people are retards and they keep ordering rare when they don't want it rare?
