I guess I'd make a facebook page/twitter, maybe an Instagram? And then from there I'd just post pictures of food and whatever the hell specials were going on or whatever? The 'sticky' or front post would include an imagine of the menu and some text about store hours so people wouldn't have to hunt them down.
I'd make 100% sure Google Map's knew I existed as quickly as humanely possible, that my most 'active' website was linked on there, and that my store hours were accurate.

Other than that I don't know what I could do beyond just making good food that people like and keep coming back for.
I think, gun to my head, that if I had to start a restaurant I'd probably open "yet another" greasy burger place: burgers, fries, onion rings, milkshakes, maybe even chilli and *sloppy joes? Ideally, I'd like the kind of sit-down or drive-thru establishment where tradesmen would come in every lunch rush in their vans and trucks.

*I don't think I've seen a restaurant unironically ever try to sell people sloppy joes before.
