It's pulled dough filled with savory stuff like goat cheese, spinach or meat. It's a good cheap late-night take away snack.
Traditionally made Apfelstrudel is actually using kinda similar dough in Austria.

You can get it all over the Balkans. Especially Bosnia afaik. There's also börek in Middle Eastern countries, but that's kinda different.
