Statistics can be tricky.
Consider an example world populated by cops and robbers. Cops carry 9mm, and when they have to use lethal force, they magdump 17 rounds with inconsistent accuracy. Robbers carry .22 revolvers they found a trashbin somewhere, and when they use lethal force, they prefer to get behind their victims and shoot them in head at point blank range.
End result: A chart where .22 looks like a guaranteed kill, 9mms looks like it takes many more rounds to stop someone, and nothing was actually proven.
