the bacteria is not throughout the chicken flesh, it's just on the surface from when they butcher the chicken . When you buy raw chicken it kinda has a wet slim on the surface and you can rinse that off thus washing away most bacteria(a small amount your body can handle but a shit load will overwhelm your immune system) and your chicken will cook better.
The problem is when nignogs do it they don't realize they are splashing raw chicken juice all over and around their sink making it more likely to get food poisoning
