When you continuously thaw and refreeze shit you destroy cells, the idea is that flavor goes away with the cells, but the cooking quality does for sure. I think it's a way for them to prevent being sued. There's literally nothing wrong with it (stomach wise), but destroying the cells is your own prerogative.
