Every restaurant I go to has a 15 minute time limit. The moment I step inside, they have 15 minutes to seat me, take my order, and get me my drink. If it takes them longer than 15 minutes to do those three basic things, I will leave. At the end of those 15 minutes, they have 15-30 minutes to get me my food depending on how busy they are.

I tip well. I don't expect 5 star service, I just expect decent service. If I'm hungry and I go out to eat, I expect to be served in at least the same amount of time it would take me to cook a decent meal.
