I'm from a coastal town in northern England and can confirm this. I haven't seen newspaper anywhere near fish and chips since the 80s, and when it was it was always as an outer wrapping.

The food would be completely wrapped in a greaseproof paper bag, which was then wrapped in layers of newspaper to keep it warm until you got it home and could eat it on a plate with your own bread and condiments. That's if you weren't going to eat it straight out of the bag with a little two-pronged wooden fork on the promenade (pic related).

OBVIOUSLY nobody wrapped chips directly in contact with newspaper, the ink would come off with the grease and get all over the food. Who would buy that?
