Japan is pretty into burgers, yeah. Shizuoka is a decently sized city, but I'd think most places have a burger joint or two.
Sasebo city in the west is where lots of American navy men were stationed during the occupation, so they have a whole Sasebo burger culture there. They're know for being larger than the average Japanese burger, with more toppings to boot.
