Tons of people don't know how to hunt and never bother to try even with tons of feral goat , deer, and kangaroo around to shoot. And if guns are impossible to get, just use bow and arrow and get good.
Im in new zealand and ive been saving a lot on meat by shooting and butchering my own meat. Rabbits, hares, feral goats, deer, feral hog. Another benefit is exercise. Most expensive part of hunting is fuel costs to drive to a hunting spot.
